1. Justin Herbert, Oregon

Justin Herbert is the top-ranked quarterback in the 2019 class, but that doesn’t mean he’s going to be a star. In fact, this year’s quarterback class is about as weak as they come, but someone has to sit at the top.

Similar to Haskins, Herbert has a lot of growing and learning to do. What a better place to do that under the tutelage of Rodgers?

Herbert doesn’t have quite the arm Haskins does, but he still has a cannon. He also displays good athleticism that is a sneaky part of his game. Unfortunately, Herbert also has the option of returning to Oregon next season and could very well do so in a chance to improve his draft stock. However, the way teams have been selecting quarterbacks lately, Herbert could go a lot higher than normal if he declares in 2019.
