Fulton, a 5-foot-10 guard who started five games for the Phoenix last season, played one year at Green Bay after transferring from Northwest Florida State College.
He played in 29 games, averaging 2.3 points in 10.7 minutes per game and shot .345/.286/.875.
“We appreciate the time that Lamin spent in Green Bay and his contributions to our successful 2013-14 season on and off the floor,” Coach Brian Wardle said. “We preach family first in our program and we wish Lamin well as he looks for a place closer to home to finish his career while helping his family.”
Fulton wants to transfer to a school closer to his hometown, Philadelphia.
“I appreciated my time at Green Bay and everything about it will be missed,” Fulton said. “I want to thank coach Wardle and the rest of the coaching staff for giving me a great opportunity in a great program. Those guys will truly be missed.”
The Phoenix went 24-7 last year and won the Horizon League regular season title with a 14-2 mark. However, Green Bay was upset by Milwaukee in the conference tournament and then lost to Belmont at the Resch Center in the first round of the NIT.
